This forms the word CITIZENS. On the third line it starts inside the lower open area of the stylized capital letter C from the start of the second line, the following letters in capitals starting off with the capital letters O and F form the word OF which are half the size of the capital letters that follow, the next capital letters B I G as one word that form the word BIG, then follow by capital letters B E A R as another word that form the word BEAR, followed by capital letters V A LL E Y as the last word that form the word VALLEY. The words together form OF BIG BEAR VALLEY which has a double line on top and below the lettering.
